The Cottages of Boone Nearly 80 Percent Complete, Developer Plans To Finish by Year’s End; Photos Included

Dec. 6, 2013.  The Cottages of Boone, the largest student housing development in Watauga County is at 79 percent completion, Joe Furman, director of Watauga County Planning & Inspections, said Friday. 

As of today, The Cottages have certificates of occupancy for 86 buildings consisting of 146 units and 704 beds, which is shy 190 beds of the 894-projected total; 23 buildings short of 109 total; and 50 units away from 196.

Capstone Collegiate Communities speculates that they will be finished with the development by the end of this year, Furman said. 

Right now, contractors are wrapping up two sections of the development – one at the end of Fairview Lane in the back of the development and the other off of Mesa Circle.  There are also a few units that still have not received certificates of occupancy.

The county is still holding part of the Cottages performance guarantee, which is a deposit to the county of cash, bond or a letter of credit from a bank. Cost of the performance guarantee is based upon total cost of landscaping and roadwork plus 20 percent.

Once the buildings are complete the cottages will then finish paving in certain areas and stripe the roads, Furman said.

A lawsuit was filed against the Cottages in September due to the low number of units completed before the pushed back move-in date in August. At the beginning of the fall 2013 semester, more than 300 tenants had to be housed in hotels due to a delay in construction brought on by the wet summer.
