Blowing Rock Town Council Unanimously Selects Former Cary Budget Director Fogleman as Next Town Manager

Sept. 13, 2013. The Blowing Rock Town Council has unanimously selected Scott Fogleman, age 45, to serve as the community’s next Town Manager.  Fogleman was selected from a pool of 45 applicants from as far away as Colorado, Michigan, and Texas.  Fogleman will be relocating from Cary where he served as the Town of Cary Budget Director for 11 years. 

He replaces Scott Hildebran who stepped down in July to become the Assistant Manager in Morganton. (Both were 2008 alumni in UNC School of Government’s Public Executive Leadership Academy.) Fogleman’s first day with the Town of Blowing Rock will be September 16, 2013.

“Scott Fogleman’s experience as the Budget Director in Cary, along with his knowledge, skills, and abilities make him an excellent choice as the next leader for our great team of employees who work so hard every day to provide the citizens and visitors of Blowing Rock with the high quality services they have come to expect,” said Mayor JB Lawrence. “I, along with all of my Council colleagues, am looking forward to having him become part of our organization.”

As Blowing Rock’s Town Manager, Fogleman will be tasked with continuing to focus on several key projects already underway including the update of the Town’s Comprehensive Plan, an organization-wide Customer Service Excellence initiative, and implementing grants related to extending infrastructure to the proposed Post-Acute Care Facility being developed by the Appalachian Regional Healthcare System.  He will also begin a thorough evaluation of the financial status of the organization, especially as it relates to implementation of long term capital improvement plans.  His Recommended Budget for fiscal year 2015 will be due to the Blowing Rock Town Council in the spring of 2014.

During his 12 years with the Town of Cary, Fogleman served as the Budget Director for 11 years, was a key member of the Cary Town Manager’s Office reporting directly to the Town Manager and Assistant Town Manager, and served on the Department Director team.  He also completed the University of North Carolina School of Government Municipal Administration and Public Executive Leadership Academy programs and was a member of the International City County Management Association. 

He was an active member of the North Carolina Local Government Budget Association and earned its designation as a Certified Budget and Evaluation Officer in 2011.  In the fall of 2011 and 2012 he served as an adjunct faculty member at North Carolina State University where he taught the Budget Process class within the Master of Public Administration degree program. 

Prior to his work with Cary, he held a variety of budget and financial planning roles in the private sector and briefly pursued a professional golf career.  Fogleman holds a bachelor of science degree with a major in accounting from Georgia Regents University and a Master of Business Administration degree from the University of South Carolina.
