Town of Blowing Rock Looks To Fill Building Inspector Position Vacancy, Jesse Horner Submits Resignation

March 29, 2013. The Blowing Rock Planning and Inspections Department is looking to fill a vacancy for its building inspector position.

blowing_rock_sealPlanning Director Kevin Rothrock said that Jesse Horner, who held the post for seven years, recently put in his resignation, and the position has been advertised on the Town of Blowing Rock’s website for about a week now.

“He submitted his resignation because he’s looking to do other things,” Rothrock said. “We wish him well … He served us very well, and we’re going to miss him. He’s been a great part of the town staff for seven years.”

Horner didn’t immediately respond to requests for comment on Friday morning. 

Rockrock said that the department has already received a few applications and looks to fill the position as soon as possible.

The salary of the building inspector is between $38,190 to $52,710.

Description: This position is responsible for daily field inspections of construction projects in various stages of completion. Applicants must have a working knowledge of building concepts and construction practices.

The primary duty of this position is ensuring that the workmanship, materials, & safety precautions in place at each construction site satisfy State codes in the four trade areas of building, plumbing, electrical, and mechanical codes.

Reviews site plans, blue prints, and specifications and receives applications for permits; issues building permits. The successful candidate will be able to apply independent judgment in the interpretation & practical applications of State codes. Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. 

Customer services skills are essential in dealing tactfully and effectively with property owners, architects, engineers, developers, contractors, co-workers and the general public, etc. Graduation from high school supplemented by trade school course work in building construction trades and considerable experience in the building trades industry; or equivalent combination of education and experience is required. Must possess a valid NC driver’s license.

Applicants should possess state certification as a Building Inspector in two trade areas at standard level III and the remaining two trade areas at standard level II. Probationary certifications will be considered; however, any candidate selected with a Level II certificate will be compensated accordingly and must obtain their level III certificate within two years of hire.
