Feb. 28, 2013. Thomas James Laing’s second-degree murder charge was dismissed last Monday with Assistant District Attorney Britt Springer concluding that Laing, who is in his late 50s, acted in self-defense when he shot Richard Bartlett, according to court records.

Laing shot Bartlett, 30, in the head while he was breaking into Laing’s home at 996 South Road in Todd on the evening of March 29. Bartlett was then transported via helicopter to Johnson City Medical Center, where he passed away.
