Smith Sentenced For Trafficking in Heroin, Drug Deal Happened Near Blowing Rock Pool

On Oct. 3, 2016, Terri Frances Smith, 53, plead guilty to trafficking in heroin by possession, possession with intent to sell and deliver heroin, and possession of drug paraphernalia. The District Attorney’s Office also identified Smith as a habitual felon, thereby enhancing her sentence.

smith-terri-mugshotThe case arose in July of 2015 when officers received information that a heroin transaction was expected to occur that day near the Blowing Rock municipal swimming pool. Officers from the Boone Police Department, Caldwell County Sheriff’s Office, and State Bureau of Investigation conducted surveillance near the pool and witnessed the transaction. Further investigation led to a search of Ms. Smith’s residence, which resulted in the discovery of nearly 12 grams of heroin, over $2,000 in U.S. currency, and digital scales.

The Honorable J. Thomas Davis, Superior Court Judge, sentenced Ms. Smith to serve a minimum of 9 years and a maximum of 12 years in prison. Smith was also ordered to pay a $50,000 fine.

“Heroin and those who sell it represent one of the greatest threats to our way of life in the High Country,” District Attorney Seth Banks said in a statement. “I am committed to doing everything in my power to stop the influx of this deadly drug into our community. I also would like to commend the work of the Boone Police Department, the Caldwell County Sheriff’s Office, and State Bureau of Investigation for their help in seeing that Terri Frances Smith was brought to justice”
