One Boone Man, Concord Couple Charged With Intent, Conspiracy To Make Methamphetamine

Nov. 14, 2013. On Nov. 12, detectives from the Watauga County Sheriff’s Office Special Operations Unit and Boone P.D. Narcotics Unit arrested three people for possession of precursor chemicals with intent to manufacture methamphetamine and conspiracy to manufacture methamphetamine.

methWilliam Parker, 49 and Elizabeth Parker, 46, both of Concord, were arrested after purchasing multiple boxes of pseudoephedrine and charged with Possession of Precursor Chemicals with the Intent to Manufacture Methamphetamine. They were also charged with conspiracy to manufacture methamphetamine, with Christopher Collins, 46, of Boone, who they had purchased the pseudoephedrine for. Collins was also charged with possession of precursor chemicals, after he was found with two instant cold packs, which are also used in the manufacturing process for methamphetamine.

Collins was the “Meth Cook” and was going to use the pseudoephedrine and cold packs, along with other items found at his residence, to manufacture methamphetamine. 

Both, William Parker and Elizabeth Parker, were given $25,000 bonds and a January 2014 court date. Christopher Collins was given a $73,500 bond due to his charges and outstanding warrants from Cabarrus County and a January 2014 court date on his new charges. 

The investigation is still ongoing and more charges are expected.
