July 12, 2013. Boone Police Department arrested Charles David Harmon, 53, of Boone, at the Boone Police Department, for a misdemeanor for failing to work after being paid.
Mr. Harmon is alleged to have been paid $4,200 in 2011 by the 82-year-old victim with the agreement to do a roofing job on her house in Boone, which he did not begin or complete.
Mr. Harmon was given a court date of Aug. 20 and was released on a written promise to appear.
