Boone Town Council Approves Water Allotment For Shadowline Development, 4-1, Leigh Dissenting Vote

Oct. 23, 2013. Boone Town Council approved a water request Thursday night for 69,464 gallons-per-day allotment for the property off 241 Shadowline Drive.

After being denied last month Meredith Trattler, president of Cornerstone Campus Communities, brought a new site plan and local attorney Charles Clement with her Thursday night.

Before Town Council Members approved the allotment, however, there was concern of the surplus of student housing in Boone. The last study showed an excess of student beds exists in Boone and 25 percent of the workforce is traveling 50 miles or more to get to work in Boone, Councilwoman Lynne Mason said.

Even with his concerns, Councilman Andy Ball voted to approve the request because Cornerstone Campus Communities met all the requirements needed, and he did not have a compelling reason to deny the request.   

Mayor Pro-Tem Jamie Leigh did not vote to approve the request because of a lack of information.

The mixed-use development is supposed to be geared toward those who want to live in an apartment close to where they work, Trattler said. 

“A very good target market is having a hospital in a very close radius. It helps demand and helps to fill the units,” Trattler added  

The mixed-use devolvement will have 190 units, 10,700 square feet of retail space, a five story parking garage with 485 spaces, 124 spaces of surface parking, a 5,500 square foot clubhouse and a 700 square-foot-pool. 

Shadowline Drive is named after the company that owned the now-abandoned lingerie manufacturing building.
