Blowing Rock Town Council To Meet on Tuesday, ASM Requests Annexation for Welcome Center

The Blowing Rock Town Council will meet for its July session on Tuesday, July 14, at 6 p.m. In a light agenda, the council will hear from Kipp Turner of Maymead Construction for updates about the U.S. 321 widening project through Blowing Rock and Brad Shields of Blue Ridge Electric Membership Corporation regarding an update on the “small cell project.”

In addition, there will be a public hearing for Appalachian Ski Mtn.’s request for annexation of its proposed welcome center site at the corner of U.S. 321 and Edmisten Road.

1. Selection of Firm to Assist with Preparation of General Obligation Bond Execution

Speaker: Scott Fogleman, Town Manager

The first phase of the general obligation bond funded projects was approved by Town Council as part of the Fiscal Year 2016 budget process. The next step in acquiring the related funds involves preparing information for NC Local Government Commission (NCLGC) approval and rating agency assessment. The Town has reviewed the three proposals received from consulting firms who provide assistance with these processes and based upon the thoroughness of the proposal and the pertinent experience of the firm, recommends the work be awarded to First Tryon Advisors. The billing amount for the work required will vary based upon NCLGC and rating agency feedback and will be paid for through bond proceeds received when the funds are borrowed.

2. Fiscal Year 2014-2015 Tax Settlement Report and Order to Collect Fiscal Year 2015-2016 Taxes

Consideration of the Tax Collector 2014 Settlement Report and approval of an Order of the Town Board for the collection of 2015 taxes representing revenues for fiscal year 2015-2016.

3. Blowing Rock Chamber of Commerce Event Dates for 2016

Speaker: Scott Fogleman, Town Manager

The Blowing Rock Chamber of Commerce has identified their list of event dates for calendar year 2016 and has requested that Council provide approval. Events include WinterFest, Savor Blowing Rock (formerly Blue Ridge Wine & Food Festival), Art in the Park, and the Farmer’s Market.

PUBLIC HEARINGS (Council may take action on each item following each respective public hearing)

1. Appalachian Ski Mountain Welcome Center Annexation Request

Speaker: Kevin Rothrock, Planning Director

Appalachian Ski Mountain has submitted a petition for voluntary annexation for the 1.48 acre subject property located on the corner of Highway 321 and Edmisten Road. If approved, the annexation would become effective July 31, 2015.

Following the public hearing, Council may take action.

Any items moved from the consent agenda will be discussed during this portion of the agenda.

Prior to the meeting, anyone wishing to speak shall complete an index card supplied by the Town Clerk, on which they will provide their name, address, telephone number and the topic they wish to address. In deference to all who wish to speak, each speaker will be asked to limit his or her comments to no more than three (3) minutes.
