Pizza Hut, Then Old Library Pub & Restaurant and Now Home of Mixed-Use Project With Apartments, Retail Space?

Sept. 2, 2014. Under the Clement Blowing Rock Rd, LLC, John Winkler of the Winkler Organization has applied for a Special Use Permit for a mixed-use development at 603 Blowing Rock Rd., which is the former location of Pizza Hut and, more recently, the defunct Library Restaurant and Pub.

Boone Board of Adjustment will consider the request on Thursday, Sept. 4.

According to information in the meeting’s packet, the development, which is located at the corner of Clement Street and Blowing Rock Road, will consist of 40 units with 42 bedrooms and 7,100 square feet of retail space. Other proposed uses included a recreation facility within the development.

The property consists of .699 acres, and the proposed building would be 42.5 feet tall.

Because the development of this property is subject to transitional zones of 125 feet and 200 feet, the applicant must show that the planned development “will effectively and to the greatest degree reasonably possible” mitigate” noise, light and other negative effects upon that area.

Officials with the fire department noted one concern in the application: “With access only form Clement Street, is the address only on Clement Street? Address shall be coordinated with Chris Miller of the Town of Boone.”

Community appearance concerns include the proposed use of porcelain tile, which isn’t permissible in the UDO, rather than the preferred native stone. Another concern pertained to the survivability of proposed plants underneath the decking.

The meeting starts at 5:30 p.m. and is located in the Council Chambers on Blowing Rock Road.
