Special Use Permit for Mixed-Use Project at Corner of Clement Street and Blowing Rock Road Approved

Sept. 8, 2014. On Thursday, the Boone Board of Adjustment approved a Special Use Permit for a mixed-used project where the vacant Library Pub and Restaurant sits at the intersection of Clement Street and Blowing Rock Road, according to Brenda Henson, an administrative support specialist with Boone Planning & Inspections.

Under the Clement Blowing Rock Rd, LLC, John Winkler of the Winkler Organization applied for the Special Use Permit.

Because the property was subject to transitional zones, the applicant had to show that the proposal “will effectively and to the greatest degree reasonably possible” mitigate” noise, light and other negative effects upon that area.

According to information in the meeting’s packet, the development, which is located at the corner of Clement Street and Blowing Rock Road, will consist of 40 units with 42 bedrooms and 7,100 square feet of retail space. Other proposed uses included a recreation facility within the development.

The property consists of .699 acres, and the proposed building would be 42.5 feet tall.
